Geen enkele nationale overheid heeft qua internetaanwezigheid en –benutting het niveau bereikt dat tegenwoordig de norm is onder bedrijven in de private sectoren. Zelfs de landen die vooroplopen, hebben minder dan de helft van hun volledige onlinepotentieel gerealiseerd. What progress has been made in the development of eGovernment? In this report, this question is asked of 22 countries. No nation has demonstrated the level of sophistication of Internet presence which is fast becoming the norm amongst leading private sector companies. Even the leading countries in this research are less than half way to reaching their full online service potential.
