De overheid vergelijkt de performance van verschillende organisaties en beloont of bestraft organisaties op basis van hun relatieve performance. In dit rapport komen drie vragen aan de orde: Wat is YC? Welke factoren moeten een rol spelen bij beslissingen over mogelijke invoering van YC in een bepaalde openbare sector? En welke lessen kunnen worden geleerd van bestaande YC-toepassingen in Nederland?
Yardstick competition (YC) is a regulatory tool that encourages organizations to operate efficiently in situations where direct competition is low or absent, such as health care and utilities. The regulator compares the performance of various agents and rewards or punishes agents on basis of their relative performance. In this study, three questions are addressed: What is YC? Which factors need to be considered in order to decide whether it makes sense to implement YC in a particular sector? And what lessons can be learned from existing YC applications for the Netherlands?
